摘  要:随着信息技术的发展,传统科层组织不断演变与进阶。这一组织社会学现象引发了数字时代的新思考,即韦伯定义的科层制在数字时代发生了怎样的适应性变化?本文以技术发展作为关键变量,集中梳理了科层制演进的历史逻辑,探讨了数字革命与政府组织结构关系调整新取向,建构起新技术影响下的政府组织管理模式再造的新解释内涵——数字科层制。文章进一步以当前上海数字化转型治理实践为考察对象,重点描绘和分析了数字科层制如何重塑政府信息流程、业务流程和组织流程,着重回答了“数字科层制为何能如此运作并发挥作用”这一关键议题,为新时代数字政府的组织创新提供新启发。With the advancement of information technology,the traditional hierarchical organization has evolved.It is undeniable that digital technology plays a significant role in innovative organizational management model of today's government.Therefore,this paper systematically traces the historical logic of the development of bureaucracy,and explores the new orientation of the relationship between the digital revolution and government bureaucratic organizations.It constructs a new interpretation of the government organizational management remade under the influence of new technologies—digital bureaucracy,which emphasizes vertical coherence and horizontal integration in government organizational management models.This paper further examines Shanghai's ongoing digital transformation governance practice,describing and analyzing how digital technology reshapes government information flow,business process and organizational workflows.This paper specifically addresses the key question,"how can digital bureaucracy work in this way,and how does it exert its impact?"By doing so,this paper provides new insights into the organizational innovation for the development of the digital government in the new era.
