摘　　要：综合行政执法改革有力推进了执法协同研究的功能性转化,但囿于条块分割和部门壁垒,行政执法活动如何有效协同仍然缺乏清晰的路径指引。相较于理论研究的局限,实践中以行政检查计划统筹为切入点的创新探索成为了纾解执法协同困境的重要实现路径。结合必要性、可行性的理论证成和浙江多地的实践模式考察,行政检查计划统筹的规范、高效实施在一个“弹性空间”中达致动态平衡。分析既有实践模式展现的多重行动逻辑、经验策略与阶段性缺憾,建议采取管理主义与法律主义的融合进路,完善行政检查计划统筹的标准与考核指标,规范行政检查计划统筹的权责配置与动态、数字、风险治理手段,共同构建规范高效的执法协同新机制。The comprehensive administrative law enforcement reform has strongly promoted the functional transformation of law enforcement synergy research,but due to the stripe-block division and departmental barriers,there is still a lack of clear path guidance on how to effectively synergize administrative law enforcement activities.Compared with the limitations of theoretical research,the innovative exploration of administrative inspection program coordination as an entry point in practice represents an important realization path to alleviate the dilemma of law enforcement coordination.Combined with the theoretical argument of necessity and feasibility and investigation of the practice patterns in many places of Zhejiang,the standardized and efficient implementation of administrative inspection program coordination reaches a dynamic equilibrium in an“elastic space”.Through the multiple action logic,experience strategy and stage deficiency shown by the existing practice mode,the subsequent optimization path can adopt the integration of managerialism and legalism,improve the standards and assessment indexes of the administrative inspection plan coordination under the managerialism approach,and standardize the power and responsibility configuration and dynamic,numerical,and risk management means of the administrative inspection plan coordination under the legalism approach,so as to jointly construct a new mechanism of standardized and efficient law enforcement coordination.
