摘　　要：数字政府建设中的公私合作,是经济交易与权力配置双重交织的合作生产过程。基于交易成本和控制权理论,本文建构数字政府建设中公私合作研究的“成本—权力”解释框架。在契约不完备状况下,交易成本成为公私合作生产的“摩擦力”,极大地阻碍了数字政府建设进程。通过对我国D市的案例分析发现,数字政府建设中的公私合作治理结构中存在非对称依赖关系,其主导权历经从公共部门强权威控制权主导,向以私人部门强技术控制权主导的转变。其背后逻辑是控制权的异化配置,导致公私合作在多个阶段产生各种交易成本。为此,亟需建立健全数字政府建设的公私合作治理机制,合理配置控制权,加强多元主体协作,为面向“共建共治共享”的数字政府建设提供理论依据与政策指导。Public-private cooperation in the construction of digital government is a kind of co-production process under the dual influence of economic transaction and right allocation.On the basis of transaction cost theory and control right theory,this paper constructs an explanatory framework of“cost-power”for public-private cooperation in the construction of digital government.Transaction cost is the“friction”of public-private cooperation production in the reality of incomplete contracts,which greatly hinders the process of digital government construction.Through the case study of D city in China,this paper finds that the governance structure of public-private partnership in the construction of digital government has undergone an asymmetric dependence change from strong authoritative control of the public sector to strong technical control of the private sector.The logic behind this change is the alienation of control right,which leads to various transaction costs in multiple stages of public-private cooperation.It is urgent to establish and improve the public-private partnership governance mechanism of digital government,so as to rationally allocate control right and strengthen multi-subject cooperation,and finally provide theoretical basis and policy guidance for the construction of digital government towards co-construction,co-governance and sharing.
