摘 要:干部高配是党和国家在长期探索中形成的治理实践,具有非常复杂的设计意图和效能。本文着眼于地方层面的干部高配实践,基于政治势能的视角,关注干部高配如何提高地方政府对复杂问题的处置能力,从而不断提升治理效能。研究发现,干部高配可以在不打破政府科层制常规组织机制的情况下,充分发挥党的组织人事工作的灵活性优势,形成政治势能,在科层组织内部形成隐性的参差错落的组织权力结构,塑造决策权威,建构行政共识,形成组织承诺,弥合信息不对称,推动政府高效协同运行。需要注意的是,作为一种特殊的治理工具,过度使用干部高配也会产生很多问题。未来应严格规范干部高配的使用条件和作用边界,防止其破坏干部管理生态,影响常规制度机制的稳定运行。Highly allocated leadership is an governance practice developed by the Party and the State in a long period of exploration,with very complex design intentions and effectiveness.The article focuses on the practice of highly allocated leadership at the local level,and based on the perspective of political potential energy,it is concerned with how highly allocated leadership improves the local government’s ability to deal with complex problems,thus continuously improving the effectiveness of governance.The study finds that highly allocated leadership can give full play to the flexibility of the CPC’s organizational and personnel work without breaking the conventional organizational mechanism of the governmental hierarchical system,forming political potential energy,forming an implicit organizational power structure of disparities within the hierarchical organization,shaping decision-making authority,constructing administrative consensus,forming organizational commitment,bridging information asymmetry,and promoting efficient and synergistic operation of the government.It should be noted that,as a special governance tool,excessive use of highly allocated leadership will also cause many problems.In the future,we should strictly regulate the use conditions and function boundaries of the highly allocated leadership to prevent it from damaging the ecosystem of cadre management and affecting the stable operation of the conventional system and mechanism.
