摘 要:近年来,多数地方政府的安全生产治理绩效得到快速提升,超额完成了预期目标,但背后的多因复杂互动过程还未得到充分揭示。对此,本文基于“制度-行为”松散耦合关系构建了“制度压力-回应行为”分析框架并在此基础上利用2016年至2022年省级层面的相关数据,创新性地引入增长型QCA方法探究治理绩效的多因联合增长模式。研究发现:考核压力的快速化解是安全生产治理绩效提升的必要条件,横向模仿性压力是另一关键制度压力;存在三条路径驱动政府安全生产治理绩效实现高增长,分别是模仿压力下的渐进增强型、“模仿-规范”压力下的防微杜渐型和监管前移的未雨绸缪型;事前预防、事中监督和事后处置三种回应策略在一定条件下均能有效促使安全生产治理绩效高增长,在强制度压力下,地方政府会倾向采取“防微杜渐”和“亡羊补牢”策略,而在弱制度压力下,地方政府会倾向采取“未雨绸缪”策略。In recent years,the performance of safety governance in most local governments has improved rapidly,often exceeding expected targets.However,the complex interactive processes behind these improvements have not been thoroughly explored.This study constructs an analytical framework based on the loosely coupled relationship between“institution”and“behavior,”focusing on“institutional pressureresponse behavior.”Utilizing provincial-level data from 2016 to 2022 and innovatively applying the the growth QCA method,the study investigates the multifaceted growth models of governance performance.The findings reveal that:(1)the rapid resolution of assessment pressure is a necessary condition for the improvement of safety governance performance,with horizontal mimetic pressure being another critical institutional pressure;(2)there are three pathways driving high growth in government safety governance performance:progressive enhancement under mimetic pressure,preventive enhancement under“mimeticnormative”pressure,and proactive regulation;(3)pre-emptive prevention,ongoing supervision,and post-incident management are all effective strategies for achieving high growth in safety governance performance.Under strong institutional pressure,local governments tend to adopt“preventive”and“remed ial”strategies,while under weak institutional pressure,they prefer“proactive”strategies.
