公共危机下城市基层治理分层联动的逻辑与机理研究——以S市X居民区突发公共卫生事件应对实践为例

摘　　要：提升城市基层公共危机应对能力,对于贯彻总体国家安全观、推进国家治理体系和治理能力现代化具有重要意义。城市基层治理呈现出街镇——居委会以及居委会——居民两种治理空间,按照科层和自治两条逻辑运行,形成分层联动的运作机理。通过对S市X居民区突发公共卫生事件应对的案例研究发现:在科层逻辑下,街镇和居委会的联动过程体现为政策执行、资源保障、政治动员和部门协同等机制;在自治逻辑下,居委会与居民的联动过程表现为叙事建构、信息传递、公开回应和组织凝聚等机制。为了提升公共危机应对效能,应当推动两种逻辑互相促进联动,通过规范行政权力、自上而下赋能等路径促使行政力量保障社区居民自治运转,利用高效的社区居民自治提升行政效能,强化政府部门的危机感知、判断和处置能力。Enhancing the ability of response to public crisis in urban grassroots is of great significance to pursue a holistic approach to national security,and advance the modernization of China's system and capacity for governance.Urban grassroots governance presents two kinds of governance space:from the subdistrict office(town government) to the neighborhood committee and from the neighborhood committee to residents,operating according to the logic of hierarchy and autonomy,forming a layered linkage mechanism.Through a case study on the response to a public health emergency in X residential area of S city,it is found that under the logic of hierarchy,the linkage process between the sub-district office(town government) and the neighborhood committee is reflected in mechanisms such as policy implementation,resource guarantee,political mobilization,and departmental collaboration;Under the logic of autonomy,the linkage process between the neighborhood committee and residents is manifested through mechanisms such as narrative construction,information transmission,public response,and organizational cohesion.In order to enhance the effectiveness of public crisis response,it is necessary to promote the mutual promotion and linkage of two kinds of logic.The operation of community residents autonomy should be ensured through standardized administrative power and top-down empowerment.At the same time,efficient community residents autonomy should be utilized to improve administrative efficiency and strengthen the government departments' capabilities of crisis perception,judgment,and disposal.
