推动命运共同体理念在南海落地生根:现实基础与路径选择

摘　　要：在南海落实命运共同体理念,是构建人类命运共同体、海洋命运共同体和周边命运共同体的具体实践。中国与东南亚国家共同的历史文化和地区实践证明了维护南海稳定与推动区域合作“双目标”共进的可能性。中国与其他南海当事国的海上合作也为在南海推进命运共同体建设总结了经验,夯实了互利基础。未来,中国应携手东南亚国家以构建人类命运共同体为指引,以推动“南海行为准则”磋商、推进共同开发为抓手,践行共商共建共享的地区治理模式,推动三大全球倡议落地南海,以“21世纪海上丝绸之路”倡议为平台,实现中国与其他南海当事国的和合共生、互利共赢,从而不断向南海命运共同体目标迈进。The implementation of the concept of a community with a shared future in the South China Sea represents a concrete practice for building a community with a shared future for mankind,a maritime community with a shared future,and a neighborhood community with a shared future.The historical and cultural links as well as the common regional practices between China and Southeast Asian countries demonstrate the feasibility of advancing the dual objectives of maintaining stability in the South China Sea and promoting regional cooperation.Maritime cooperation between China and other South China Sea claimant states has also accumulated experience and strengthened the foundation of mutual benefits.In the future,China should collaborate with Southeast Asian countries under the conceptual guidance of building a community with a shared future for mankind.Relevant measures would include:prioritizing the Code of Conduct in the South China Sea(COC)negotiations and advancing joint development;practicing a regional governance model that features extensive consultation,joint contribution,and shared benefits;facilitating the implementation of the Three Global Initiatives in the South China Sea;and leveraging the platform of the 21st Century Maritime Silk Road.By so doing,it is expected that China and other South China Sea claimant states will achieve harmonious coexistence and mutual benefits,and steadily progress toward the goal of a community with a shared future in the South China Sea.
