摘　　要：当前,世界进入新的动荡变革期,切实维系全球安全和发展已然成为中国积极参与全球治理体系改革和建设的核心目标和关键议程。然而,由于大国竞争加剧、地区安全风险上升、全球性问题日渐凸显,全球治理不进反退、危机重重。修复全球治理不仅呼唤全球共识、国际合作和大国协调,也亟需增强地区韧性,夯实全球治理的区域基础,重构全球治理的结构和网络。地区韧性作为一种内生性发展动力,成为重新审视当代全球治理模式及应对全球变革的重要视角。增强地区韧性,可以为全球治理的多维度、多层次合作提供重要支撑,促进全球治理的在地化和多元化,也势必成为中国参与全球治理的重要方向。强化地区认同,促进区域合作制度化,维护地区安全,提升地区战略自主性,则构成中国助力增强地区韧性的主要路径。As the contemporary world enters a new period of turbulence and transformation,it has become a central objective and critical agenda for China to effectively maintain global security and ensure sustainable development when it actively engages in reforming and advancing the global governance system.However,due to intensified major-power competition,rising regional security risks,and increasingly prominent global issues,global governance is regressing rather than progressing,and is facing multiple crises.Restoring global governance not only calls for global consensus,international cooperation,and coordination among major powers,but also urgently requires strengthening regional resilience,consolidating the regional foundations of global governance,and reconstructing its structure and network.As an endogenous driving force for development,regional resilience has become a crucial perspective for re-examining contemporary global governance models and addressing global transformations.Strengthening regional resilience will provide essential support for multi-dimensional and multi-level cooperation in global governance,while making global governance more localized and diversified.This is the inevitable direction for China’s participation in global governance.Specifically,fostering regional identity,promoting the institutionalization of regional cooperation,safeguarding regional security,and enhancing regional strategic autonomy constitute the main pathways through which China contributes to strengthening regional resilience.
