摘  要:随着我国国土空间治理数字化转型愈发受到重视,亟须为实践发展提供必要的理论支撑和路径论证。从基本进路上看,现阶段我国国土空间数字化转型与整体性治理理论保持高度一致,即以数字生态文明为治理导向、以数字技术应用为治理手段、以资源协同整合为治理机制,展现出了非常强大的制度功能。在未来一段时间内继续提升国土空间治理数字化转型的整体效能,是数字法治政府建设的题中要义。据此,为多维度拓展国土空间治理数字化转型的实践图景,必须在依据上强化法律规范的规则约束,在程序上畅通风险交流的机制运行,在结果上重视民主应责的效能提升,以期达到国土空间“良好治理”的目标要求。With the increasing emphasis on the digital transformation of China’s land and space governance,it is urgent to provide necessary theoretical support and practical verification for practical development.From a basic path perspective,at present,the digital transformation of China’s land and space is highly consistent with the theory of holistic governance.This is guided by digital ecological civilization,uses digital technology applications as governance means,and uses resource coordination and integration as governance mechanisms,demonstrating a very strong institutional function.Continuing to enhance the overall effectiveness of digital transformation in land and space governance in the coming period is essential for the construction of a digital rule-of-law government.Based on this,in order to expand the practical landscape of digital transformation of land and space governance in multiple dimensions,it is necessary to strengthen the legal and regulatory constraints on the basis,smooth the operation of risk communication mechanisms in the process,and attach importance to the efficiency improvement of democratic accountability in the results,so as to achieve the goal of“good governance”in land and space governance.
