“三农”问题转换下城乡融合发展的实施逻辑

摘　　要：我国城乡结构转化与“三农”问题的解决息息相关。导源于国家发展目标、内部条件和外部环境的转变,“三农”问题的转换具有必要性和重要性。20世纪90年代初到21世纪初期,我国农业、农民、农村问题主要分别对应粮食增产问题、农民增收问题和农村公共产品配置问题。这种“三农”问题的内涵具有特定的实践背景,我国在解决这些问题的过程中取得了系列成就,形成了若干经验。现阶段我国正以中国式现代化全面推进中华民族伟大复兴,城乡融合发展是中国式现代化的内在要求,中国式现代化的目标导向要求农业农村功能发生转变,从而“三农”问题的内涵也需要相应转换。新时代新征程上,我国农业问题主要指农村产业与城市产业的劳动生产率趋同问题,农民问题主要指农村居民与城市居民的消费差距收敛问题,农村问题则主要指农村地区发展动能的持续激活问题。立足“三农”问题的内涵转换,可以从主体、要素、要素组合、组合效应、保障条件五个方面引申出新征程上城乡融合发展的推进路径。The transformation of China's urban-rural structure is closely related to the solution of the problems of agriculture,farmers and rural areas(the “Three Rural Issues”).The necessity and importance of the transformation of the “Three Rural Issues” stems from the transformation of national development goals and circumstances.Between the late 1990s and early 2000s,the problems of agriculture,farmers and rural areas in China mainly corresponded to the problems of increasing food production,increasing farmers' income and allocating public goods in rural areas.This connotation of the “Three Rural Issues” has a specific practical background,and China has made a series of achievements and developed a series of experiences in the process of solving these problems.At the present stage,China is striving to promote Chinese path to modernization,and the integrated development of urban and rural areas is an inherent requirement of Chinese path to modernization.The goal orientation of Chinese path to modernization requires changes in the functions of agriculture and rural areas,as well as the transformation of the “Three Rural Issues”.On the new journey,China's agricultural problem mainly refers to the convergence of labor productivity from rural to urban industries,farmers' problem mainly refers to the convergence of the consumption gap between rural and urban residents,and rural problem mainly refers to the sustainable activation of the development momentum in rural areas.Based on the transformation of the connotation of the “Three Rural Issues”,the policy implications of promoting integrated urban-rural development on the new journey can be derived from five aspects:subjects,factors,factor combinations,combination effect,and support conditions.
