摘　　要：虽然《中华人民共和国监察法》第十五条明确了“监察下乡”这一要求,但从现有制度存量来看,目前我国乡村纪检监察体制面临监察范围的显著扩展与监察专责力量不足存在矛盾、乡村传统政治文化影响纪检监察工作实效、“监察下乡”的顶层设计不完善的困境。在推进乡村治理体系和治理能力现代化、完善基层民主治理制度的背景下,应当聚焦乡村监察员制度的工作原则、立法完善设计、监督对象及主要职责、管理体制以及履职保障五大方面,建构权责统一、科学合理的乡村监察员制度,进而促成纪检监察制度改革效果落到实处。Article 15 of the Supervision Law of the People’s Republic of China outlines the requirement of“supervision to the countryside”.However,regarding existing institutlond stock,the rural discipline inspection and supervision system in China lacks sufficient oversight,given its remarkable expansion.Additionally,traditional political culture in rural areas diminishes the effectiveness of this system,and the overall design of“supervision to the countryside”is inadequate.In order to enhance the modernization of rural governance capacity and governance system,as well as improve the democratic governance system at the grass-roots level,it is crucial to focus on five significant aspects of the rural supervisor system:the working principles,the design of the overarching system,the objects and primary responsibilities of supervision,the management system,and the guarantee of duty performance.A scientific and reasonable rural supervisor system with unified rights and responsibilities should be established to facilitate the reform of the discipline inspection and supervision system.
