省属科研院所“双试点”项目管理的思考

摘　　要：为贯彻落实国家、河北省有关科研项目、经费管理改革精神,2022年8月河北省政府在河北省农林科学院率先实施“省属科研院所基本科研业务费制度试点项目”,该项目经费管理实行包干制,简称“双试点”。河北省农林科学院于2022年选定河北省农林科学院谷子研究所作为试点单位,文章结合具体科技管理实践工作,梳理了“双试点”项目主要内容与特征、主要管理措施,分析了取得的主要成效,总结了经验,并提出了“双试点”项目今后的重点工作,为“双试点”项目向全院乃至全省推广奠定基础。In order to implement the spirit of relevant national and Hebei province scientific research project and fund management reforms,in August 2022,the Hebei provincial government first implemented the"Pilot Project on the Basic Scientific Research Business Fund System in Provincial Scientific Research Institutes"in the Hebei Academy of Agriculture and Forestry Sciences.The project fund management adopts a lump-sum system,referred to as the"Double Pilot".In 2022,the Hebei Academy of Agriculture and Forestry Sciences selected the Institute of Millet Crops as the pilot insitiute.Based on the specific scientific and technological management practice work,this article sorted out the main contents,characteristics,and main management measures of the"Double Pilot"project,analyzed the main achievements,summarized the experience,and put forward the key work of the"Double Pilot"project in the future.This lays a foundation for the promotion of the"Double Pilot"project to the entire academy and even the whole province.
