新时期基层农业科研单位科研项目管理工作实践探讨——以辽宁省沙地治理与利用研究所为例

摘　　要：文章以辽宁省沙地治理与利用研究所为例,分析了基层农业科研单位科研项目管理在经费管理、服务意识、管理模式、学科建设等方面存在的问题,并提出了将财务管理融入项目全过程、把握学科平台建设总体基调、提升科研管理人员服务意识和业务能力、构建全流程科研管理体系等提升科研项目管理效能的建议,以期助推基层农业科研单位科研管理工作达到预期效果。Taking Institute of Sandy Land Management and Utilization of Liaoning as an example,this article analyzed the existing problems in the management of scientific research projects in grassroots agricultural scientific research institutions,such as fund management,service awareness,management mode,and discipline construction.It proposed suggestions to enhance the efficiency of scientific research project management,including integrating financial management into the entire project process,grasping the overall tone of discipline platform construction,improving the service awareness and professional capabilities of scientific research management personnel,and building a whole-process scientific research management system.These suggestions aimed to facilitate the scientific research management work of grassroots agricultural scientific research institutions to achieve the desired results.
