摘 要:管理人员是农业科研院所人才体系的重要组成部分,对农业科研工作创新与发展具有重要支撑和保障作用。目前,农业科研院所科技创新和成果转化等岗位的绩效管理已基本实现量化考核,但管理岗位仍以定性考核为主。针对农业科研院所管理岗位绩效考核中存在的管理基础薄弱、岗位设置粗放、缺乏有效的目标管理、指标设置难以量化等难点,文章基于全过程管理模型,结合考核目的的双重本质,探索提出了构建农业科研院所管理岗位绩效量化考核体系的路径与建议,以期推动农业科研院所管理岗位绩效量化考核的有效实施,服务一流现代农业科研机构建设与管理。Management personnel constitute a crucial part of the talent system in agricultural research institutes,playing a significant role in supporting and ensuring the innovation and development of agricultural scientific research.Currently,quantitative assessment has been largely implemented for positions related to technological innovation and achievement transformation in agricultural research institutes,whereas management positions still primarily rely on qualitative assessment.Addressing the challenges in the performance assessment of agricultural research management positions—such as weak management foundations,coarse job structuring,lack of effective goal management,and difficulty in quantifying indicators—the article explored and proposes a path and recommendations for constructing a quantitative performance assessment system for management positions in agricultural research institutes.This is based on the whole-process management model and considering the dual nature of assessment objectives.The aim is to promote the effective implementation of quantitative performance assessment for management positions in agricultural research,thereby serving the construction and management of first-class modern agricultural scientific research institutions.
