农业科研事业单位项目绩效目标管理及优化浅析

摘　　要：在国家加大科技创新支持力度的背景下,农业科研事业单位的项目资金呈上升趋势。如何提高单位预算绩效管理水平,使财政资金发挥最大效用,成为当前农业科研事业单位管理工作中的一项重要课题。文章以农业科研项目绩效目标设定为切入点,分析了农业科研事业单位在预算绩效目标管理中存在的绩效管理意识薄弱、目标设置不合理、指标细化程度不足、绩效目标导向作用未能有效发挥等主要问题,并从建立标准指标体系、加强业务培训、多方联动审核、强化绩效管理应用等方面提出了优化农业科研事业单位绩效目标管理的对策。Against the backdrop of the nation's increased support for technological innovation,the funding for projects in agricultural scientific research institutions has been on the rise.How to enhance the management of budget performance and maximize the utility of fiscal funds has become a crucial topic in the management of agricultural scientific research institutions.This article took the setting of performance objectives for agricultural scientific research projects as its starting point,analyzing major issues such as weak awareness of performance management,unreasonable objective setting,insufficient detail in indicators,and the ineffective role of performance objectives in guiding actions within the budget performance objective management of agricultural scientific research institutions.It proposed strategies to optimize the management of performance objectives in these institutions,including establishing a standard indicator system,strengthening professional training,implementing multi-party joint reviews,and reinforcing the application of performance management.
