摘　　要：给水厂站是重要的市政设施工程,其项目投资可行性的充分论证是控制建设期投资及科学预判运营期财务风险的先决条件之一。随着投资日益多元化和综合性需求的增加,对项目决策阶段投资可行性论证提出了更高要求。造价工程师应在工程可行性研究阶段,综合计算并对比不同的投资方案,以确保推荐方案技术可行、经济合理。在投资估算编制的工作过程中,应重点关注场地处理费、核心设备购置费等影响投资额较大的因素,并确保经济指标的合理性。在财务可行性论证时,应准确测算项目成本和收入,确保其完整性,得出项目财务生存能力或投资收益结论,为项目决策提供切实依据。对此,文章以深圳市近期典型给水厂站工程为案例,从设计方案经济性、投资估算严谨性和财务可持续性3个角度提炼投资可行性论证要点。Water treatment plants are essential municipal infrastructure projects,and the thorough argumentation of their investment feasibility is one of the prerequisites for controlling construction investment and scientifically predicting operational financial risks.With the increasing diversification of investments and the growing demand for comprehensive needs,higher requirements are placed on the investment feasibility argumentation during the project decision-making stage.Cost engineers should comprehensively calculate and compare different investment plans during the feasibility study stage of the project to ensure that the recommended plan is technically feasible and economically reasonable.In the process of preparing investment estimates,factors that significantly affect the investment amount,such as site treatment costs and core equipment procurement costs,should be given priority,and the rationality of economic indicators should be ensured.When conducting financial feasibility arguments,the project's costs and revenues should be accurately calculated to ensure their completeness and to draw conclusions on the project's financial viability or investment returns,providing a solid basis for project decision-making.To this end,this paper takes a recent typical water treatment plant project in Shenzhen as a case study and extracts key points for investment feasibility arguments from three perspectives:the economic rationality of the design plan,the rigor of investment estimation,and financial sustainability.
