城市基础设施领域民间投资促进政策的实践分析与优化策略探究

摘　　要：文章通过对城市基础设施领域民间投资现状的剖析,揭示总体上民间资本在基础设施领域的参与度相对有限,尤其是在传统重资产领域。进一步剖析我国城市基础设施民间投资政策体系,指出当前政策在细分领域分类施策、遵循企业投资决策逻辑及政策有效性方面存在一定的瓶颈与挑战。在此基础上,提出了优化政策的策略与具体建议,包括基础设施细分领域的分类引导支持、从投资决策视角提振民间投资信心、提升政策落地性三大方面。By analyzing the current status of private investment in the urban infrastructure sector,this paper reveals that overall,the participation of private capital in the infrastructure field is relatively limited,especially in traditional asset-heavy areas.Further analysis of China's policy system for private investment in urban infrastructure identifies certain bottlenecks and challenges in the current policies,particularly in terms of differentiated strategies for sub-sectors,alignment with corporate investment decision-making logic,and policy effectiveness.Based on this,the paper proposes strategies and specific recommendations for optimizing policies,including categorized guidance and support for sub-sectors of infrastructure,boosting private investment confidence from an investment decision-making perspective,and enhancing the implementation of policies.
