立法评估视域下《四川省公共图书馆条例》对全省公共图书馆事业发展影响研究

摘　　要：2013年正式实施的《四川省公共图书馆条例》于2019年启动修订程序,新修订条例自2024年7月1日起施行。文章以立法后评估的视角梳理了该条例实施后对全省公共图书馆事业发展的积极影响,并分析其在法律条款协调性、法律规定可操作性等方面存在的不足,进而点明该条例修订的主要内容及亮点,以期为我国公共图书馆相关条例制定提供参考。Sichuan Province Public Library Regulations formally implemented in 2013,initiated a revision process in 2019,and the new revised regulations will take effect from July 1,2024.This paper sorts out the positive impact of the regulation implementation on the development of public libraries in Sichuan Province from the perspective of legislative evaluation,and analyzes its shortcomings in the coordination of legal provisions and the operability of legal provisions,and then points out the main contents and highlights of the revision of the regulation,in order to provide reference for the formulation of relevant regulations of public libraries in China.
