公共图书馆无障碍环境建设的法治保障

摘　　要：公共图书馆无障碍环境建设反映公共文化服务体系的文明程度,是我国新时代公共图书馆建设中的重要问题。随着《中华人民共和国公共图书馆法》和《中华人民共和国无障碍环境建设法》的相继出台,我国公共图书馆无障碍环境建设已进入法治化阶段。但调查表明,当前我国公共图书馆无障碍环境建设现状仍不容乐观,服务对象受限、设施设备实效性不佳、责任追究不力、主体积极性不足等问题制约着公共图书馆无障碍环境的完善。这与我国公共图书馆无障碍法治建设尚不周延、法治保障尚未实现体系化密切相关。为此,需从扩张保护主体、完善法律配套、筑牢法律责任、激励主体行为四个方面入手,构筑起公共图书馆无障碍环境建设的法治保障体系。The barrier-free environment construction of public libraries reflects the degree of civilization of the public cultural service system,which is an important issue in the construction of public libraries in the new era in China.With the successive promulgation of Public Library Law of the People′s Republic of China and Barrier-free Environment Construction Law of the People′s Republic of China,the barrier-free environment construction of public libraries in China has entered the stage of legalization.However,the survey shows that the current situation of barrier-free environment construction in public libraries in China is still not optimistic,and the problems such as limited service objects,poor effectiveness of facilities and equipment,ineffective accountability,and insufficient enthusiasm of subjects restrict the improvement of barrier-free environment in public libraries.This is closely related to the lack of progress in the construction of barrier-free rule of law in Chinese public libraries and the lack of systemization of legal protection.Therefore,it is necessary to build a legal guarantee system for the construction of barrier-free environment of public libraries from four aspects:expanding the protection subject,perfecting the legal support,strengthening the legal responsibility and motivating the subject′s behavior.
