摘 要:在中国,公共政策执行过程中出现了“弱资源”部门触发地方政府出现“强激励”效应的现象,与西方经典激励理论中“强资源-强激励”的理论叙事产生了差异。为了解释“弱资源-强激励”的公共行政现象,本文在叙事政策框架的基础上,提出了“共识建构激励”的分析框架,对共青团牵头的“青年发展型城市县域试点”项目在A市的实践过程进行案例分析。案例研究发现,“弱资源”部门可以通过与地方政府在政策叙事上达成“共识”来触发“强激励”效应的发生,从而验证与呈现了“共识建构激励”的理论解释。作为一种机制,“共识建构激励”反映了“条”与“块”相互需要的组织现象。这种组织现象根植于两个具有矛盾性的制度环境:一是政府部门在科层导向与发展导向之间的矛盾,二是地方政府在政绩生产与合法性支持之间的矛盾。本文的结论反思了西方经典激励理论及其中国化的运用,在组织激励的“制度生成路径”外发现了一种值得探讨的“共识生成路径”。The objective of this paper is to illustrate and examine the strategies adopted by governmental departments in the context of low-resource institutions to produce high-level incentives.On the basis of the theory of narrative policy framework,a Case Study of County-level Pilot of Youth Developmental City in A County,with the application of process-tracing,was conducted.The analysis reveals that the mechanism of"consensusbased incentive"plays a crucial role in the process of low-resource institutions producing high-level incentive mechanisms.By applying narrative strategies,higher-level governments with low-resource and lower-level governments can reach a consensus on incentives,thereby producing high-level incentives.However,the key limitation of this study is resulted from the methodological shortcoming that the results of case studies are difficult for generalization.and the mixed research combined qualitative study and quantitative study is worthy of expectation.Meanwhile the proposed theoretical explanation can assist officers in understanding the logic of high-level incentives under the context of low-resource institutions and redefining incentive mechanisms in public organizations,which contribute to promote incentive mechanisms in policy innovation.Expanding on the previous research approach of examining institution-based incentives from the perspective of institutional economics,this study draws on a case study reveals the significant role of consensus-based incentives in public organizations,promoting a theoretical dialogue between consensus-based incentives and institution-based incentives.
