数字化协同:基层减负增能的策略选择——基于C市X区“报表通”的个案研究

摘　　要：基层负担蕴于繁琐任务和有限资源间的巨大沟壑,推动基层减负增能是使科层组织有效运转的关键。既有研究大多将基层减负增能置于单一工具理性或主体协作视角考察,对技术执行中多元主体的协同关注不足。本文构建“协同开启-协同持续-协同结果”分析框架,基于X区“报表通”的案例追踪,探究基层减负增能的数字化协同治理策略。研究发现:正向条件与负向紧张局势的双重效应,为开启数字化协同带来纵横“触发之窗”;领导权威势能催化利益共同体的数字协作能力聚合,技术理性嵌入推动离散化要素的数字联结空间构建,二者共同驱动基层减负增能协同过程的持续;基层减负向业务增能溢出转化的协同结果,蕴含多维公共价值的创造与释放。数字化协同实现了工具理性与主体协作的融合,弥补了传统协同治理在数字时代的解释力局限,为基层减负增能提供了新的研究视角和实践启示。The burdens at grassroots level stem from the vast gap between cumbersome tasks and limited resources.Reducing burdens and enhancing capacities are the key to effective operation of bureaucratic organizational structures.While existing research often focuses on the perspectives of mono-instrumental rationality or collaborative,it tends to overlook the coordination among multiple actors in technical implementation.This article constructs an analytical framework based on"Collaborative Initiation-Collaborative Continuation-Collaborative Outcomes",focusing on the clue tracing of the"Form Platform"system in District X to explore digital collaborative governance strategies aimed at reducing burdens and enhancing capacities.The research finds that the dual effects of positive initial conditions and negative tensions create a"window of opportunity"for initiating digital collaboration.The authority of leadership catalyze the aggregation of digital collaborative capabilities within interest communities,while embedded technical rationality drives the construction of digital connection spaces for discrete elements.And these factors drive the continuous collaborative process of reducing burdens and enhancing capacities at the grassroots level.The collaborative outcome of grassroots burden reduction spilling over into business capacity enhancement involves the creation and release of multidimensional public value.Digital collaboration integrates instrumental rationality with collaborative efforts,overcoming the interpretive limitations of traditional collaborative governance in the digital era,and offering new research perspectives and practical insights for burden reduction and capacity enhancement at the grassroots level.
