摘　　要：地方政府提高创造性执行效能是开放试点取得成效的关键,但其内在机理还有待深入探讨。本文围绕弱财政激励下地方政府缘何能创造性提升试点执行效能这一核心问题,在已有研究解释基础上,基于目标和资源耦合视角构建新的分析框架,采用个案追踪法,探究开放试点中地方政府创造性执行的策略与逻辑。研究发现,地方政府通过“目标关联-资源争取”的调适、“目标传导-资源调动”的嵌套、“目标匹配-资源优化”的重塑等策略选择,避免试点执行效能被治理目标和资源间的“沙漏”属性所消解,并在目标细化和资源累积的层级耦合过程中,实现以地方政府为桥梁和纽带的信息双向传递、认知相互影响、行动共同塑造的创造性执行效能提升。本文基于耦合理论和政策执行理论的地方政府目标分解重构与资源统合嵌入的理论化建构,不仅拓展了创造性执行的研究视野和图谱,也为洞悉中国特色政策执行提供了新的学理观照。Enhancing the effectiveness of creative implementation by local governments is pivotal to the success of open pilot policy, yet the underlying mechanisms require further exploration. Centered on the core question of how local governments can creatively improve the effectiveness of pilot implementation under con-ditions of weak fiscal incentives, this study builds a novel analytical framework from the perspective of goal-resource coupling based on existing research. Employing a case-tracing method, it investigates the strategies and logic of creative implementation by local governments in open pilot policy. The findings reveal that local governments adopt strategic choices such as the adjustment of "goal alignment-resource acquisition", the nesting of "goal transmission-resource mobilization", and the reshaping of "goal matching-resource optimization".These strategies enable to avoid the "hourglass effect" between governance objectives and resource constraints that undermines pilot implementation effectiveness. Through the hierarchical coupling of goal refinement and resource accumulation, local governments act as a bridge and nexus to facilitate bidirectional information exchange, mutual cognitive influence, and collaborative action shaping, thereby enhancing the effectiveness of creative implementation. Ultimately, grounded in coupling theory and policy implementation theory, this study constructs a theoretical framework for the decomposition and reconstruction of local government goals and the integration and embedding of resources. It not only broadens the research horizons and conceptual map of creative implementation but also provides a new theoretical lens for understanding the distinctive characteristics of policy implementation in China.
