摘　　要：政策再生产作为层级治理体系下政策传递的关键机制,不仅是政策目标有效执行的重要保障,也是对政策议题的精准回应与政策方案的理性补充。尽管已有研究从整体视角揭示了政策再生产的过程与逻辑,却无法回答地方政府缘何会呈现差异化政策再生产样态与策略选择这一治理问题。本研究引入政策学习的理论视角,从“理念认知性学习”和“工具调适性学习”两个维度分析了政策再生产的生成过程与策略类型(即行政转包型、认知建构型、工具兼容型和全域创制型),并通过G省数字政府建设纵向多案例比较,总结建构出“情境结构-行为逻辑-政策学习”的分析框架,系统阐释了地方政府政策再生产策略选择的驱动逻辑。本研究旨在深刻把握我国地方政府在层级治理中政策再生产的能动过程,挖掘自主性再生产背后的结构因素与过程因素,推动这一理论在中国情境下的理论拓展与现实对话。As the key mechanism of policy transmission under the hierarchical governance system, policy reproduction is not only a crucial guarantee for the effective implementation of policy objectives, but also an accurate response to policy issues and a rational supplement to policy schemes. Although the existing studies have revealed the process and logic of policy reproduction from a "holistic perspective", it failed to answer a practical question of why local governments presented differentiated policy reproduction patterns and strategy choices. By introducing the theoretical perspective of policy learning, this study analyzed the generation process of policy reproduction and its strategy types(i.e., administrative outsourcing, cognitive construction, tool compatibility and holistic creation) from two dimensions of "concept cognitive learning" and "tool-adaptive learn-ing". Through a comparative analysis of longitudinal multiple case studies on digital government construction in G Province, the study developed the analytical framework of "situational structure—behavioral logic—policy learning", and systematically explained the driving logic behind local governments' choices of policy reproduction strategies. The objectives of this research were to deeply understand the active process of policy reproduction by local governments within hierarchical governance in China, to explore the structural and procedural factors behind autonomous reproduction, and to promote theoretical expansion and practical dialogue of this theory in the China's context.
