摘　　要：根据语言使用的地理空间,边境语言可分为沿边语言、周边语言、跨境语言。边境语言能力指国家围绕国家利益、国家安全、国家需求、国家意识等维度,运用边境语言及其相关手段服务国家战略安全急需,特别是保障国家在边疆治理方面的语言需求,处理与边境相关事务的能力。它是一种群体能力,是国家语言能力的组成部分,具有维护国家安全、助力共同富裕、夯实边疆治理的重要作用。在新型边疆治理理论视角下,边境语言能力建设也须与时俱进,不断发展创新。这就要求我们:(1)做好语言本体研究,进行全面语言调查;(2)大力开展关键语言的研究和教育;(3)及时对边境语言能力及其建设成果做出科学评估。在新时代、高科技、大变局背景下,应用科学技术赋能边境语言能力建设是大势所趋。Border languages have received much academic attention in recent years.This study focuses on border language capacity and provides a theoretical discussion of border language capacity.Based on the geographic space of language use,border languages can be categorized into along-the-border,peripheral,and cross-border languages.Border language capacity,defined as a nation's collective capacity to use border languages to serve national strategic security,meet language needs for frontier governance,and handle border-related af fairs,with a focus on dimensions such as national interests,security,needs,and consciousness.As an essential component of national language capability,border language competence plays a critical role in maintaining national security,promoting shared prosperity,and consolidating border governance.From the perspective of contemporary border governance theories,the construction of such capacity must keep pace with changing times and shifting global dynamics,which requires:(1) foundational linguistic research based on comprehensive language surveys;(2) focused research and education on strategically significant languages;and(3) timely and scientific evaluation of the outcomes of border language initiatives.In the context of the new era,marked by technological advancement and global transformation,it is an inevitable trend to empower the construction of border language capacity by integrating scientific and technological innovations.
