冰上运动项目的域外经验与启示——以加拿大、俄罗斯、荷兰为例

摘　　要：本文采用文献资料法、逻辑分析法等研究方法,探究加拿大、俄罗斯和荷兰3个冰上运动强国的发展经验与启示。研究发现:冰上运动强国的实力体现在:加拿大冰上运动历史悠久,竞技成就卓越;俄罗斯自然条件优越,历史遗产丰厚;荷兰竞技成就斐然,国民情怀厚重。冰上运动强国的发展经验表现为:国家政策鼎力支持,成就冰上运动辉煌;历史文化永久传承,塑造冰上竞技巅峰;群众基础实力雄厚,塑造冰上运动盛景;科技创新持续发力,绘就冰域运动奇迹。冰上运动强国对我国冰上运动的发展启示:完善综合支持体系,构建顶层设计方略;筑牢文体融合根基,重视遗产传承保护;完善后备人才培养、夯实群众体育基础;驱动科技创新支撑、升级微机辅助技术;壮大体育产业规模,促进多业态融合发展等。This study employs literature research method and logical analysis to investigate the development experiences of three ice sports powerhouses—Canada,Russia,and the Netherlands—and their implications.Key findings reveal that Canada's ice sports strength lies in its long-standing history and outstanding competitive achievements,Russia benefits from favorable natural conditions and rich historical heritage,while the Netherlands excels through remarkable competitive success and strong national engagement.Their shared development strategies include robust policy support to sustain excellence,cultural continuity in shaping competitive peaks,strong grassroots participation to foster sporting ecosystems,and technological innovation to drive breakthroughs.These insights provide actionable recommendations for China:establishing a comprehensive support system with top-level strategic planning;strengthening cultural-sports integration and heritage preservation;optimizing the athlete development pipeline and reinforce grassroots sports participation;propelling scientific and technological innovation ecosystems while advancing microcomputer-aided systems engineering;and expanding the sports industry through multi-sectoral synergies.
