摘 要:青少年体育公共服务的目的是吸引、指导和帮助青少年参与体育活动,满足青少年的体育需求,促进青少年体质健康发展。本文采用文献资料法、逻辑分析法等研究方法,结合协同治理理论,审视我国青少年体育公共服务多元主体协同治理所面临的困境,并提出相应的优化路径,以推进我国青少年体育公共服务治理体系和治理能力现代化,为青少年提供高质量公共体育服务。研究认为:我国青少年体育公共服务多元主体协同治理的困境体现在治理主体职责不清、治理理念偏差、协同政策供给不足、信息化程度较低等方面。据此,提出我国青少年体育公共服务多元主体协同治理的优化路径,包括明确各治理主体职责、完善协同治理理念、健全协同治理政策体系、提高智慧化治理能力。Youth sports public services aim to engage,guide,and facilitate adolescents'participation in physical activities,addressing their needs while promoting physical health development.This study utilizes literature research method and logical reasoning within the collaborative governance theoretical framework to investigate systemic challenges in China's multi-stakeholder governance of youth sports public services,identifying critical issues including ambiguous jurisdictional boundaries among governance entities,philosophical misalignment in service provision,insufficient policy coordination mechanisms,and inadequate digital infrastructure.To advance governance modernization and enhance service quality,the study optimization pathways for multi-agent collaborative governance in China's youth sports public services,featuring clearly delineated responsibility matrices across governmental,social,and market actors,enhance the collaborative governance philosophy,comprehensive policy architectures with cross-sectoral coordination protocols,and smart governance upgrades.
