我国高校体育高质量发展的内在需求、现实困境与推进对策

摘　　要：党的二十大报告指出,要将高质量发展作为首要任务贯穿经济社会发展全过程。本文采用文献资料法、案例分析法、逻辑分析法等研究方法,探讨我国高校体育高质量发展的内在需求与现实困境,并提出推进对策。研究发现:我国高校体育高质量发展的内在需求体现在以下方面:紧随“两个大局”发展律动,高校体育需要新定位;回应“一体化部署”要求,高校体育需要新目标;立足多元参与治理,高校体育需要新方式。然而,我国高校体育高质量发展也面临以下现实困境:大学生身心健康问题亟待破解,育人体系有待创新;高校体育结构性失衡,优质体育资源需协调发展;高校高水平运动队建设面临挑战,可持续转型迫在眉睫;体育学“三大体系”建设缺位,高校体育亟待发力;高校体育数字化应用不足,成果共享机制尚未成熟。据此,从稳舵定向、创新思路、协调联动、绿色发展、开放互促、共享协同等方面提出推进策略。The report of the 20th CPC National Congress positions high-quality development as a paramount priority across socioeconomic domains.This study employs literature research method, case analysis, and logical analysis to examine the intrinsic demands, practical challenges, and advancement strategies for high-quality development of university sports in China.Key findings identify three intrinsic demands: redefining institutional positioning to align with dual domestic and international strategic landscapes, establishing new objectives to meet integrated national mandates, and innovating governance through multi-stakeholder collaboration.However, significant challenges persist, including student health crises requiring talent cultivation reforms, structural resource imbalances necessitating coordinated optimization, sustainability challenges in elite athlete programs, deficiencies in constructing sports discipline systems(theoretical, institutional, discourse),and immature digital integration with knowledge-sharing mechanisms.Accordingly, strategies are proposed encompassing strategic realignment, innovative governance, coordinated resource optimization, sustainable operational models, collaborative openness, and shared benefit mechanisms.
