摘 要:学校与体育俱乐部联动作为青少年体育治理工作的重要手段,其规范化与标准化发展依赖服务平台所提供的信息共享、业务协同、监督评价等服务内容。本文采用文献资料法、调查法、对比分析法等研究方法,在分析我国学校与体育俱乐部联动服务平台建设困境的基础上,探讨英国学校与体育俱乐部联动服务平台的运作模式,并提出对我国的启示。研究发现:当前我国学校与体育俱乐部联动服务平台建设存在覆盖范围有限、服务内容单一、官民协同意识不足和缺乏完善的监管机制等困境。英国积极伙伴关系平台的分层网络治理体系、项目制治理模式保障了学校与体育俱乐部间的合作共赢。基于此,提出对我国的启示:构建并优化大型网络化服务平台,打破多元参与主体间的信息沟通壁垒;官民协同文化赋能,催化学校与俱乐部联动服务平台协同治理的环境推力。The collaboration between schools and sports clubs serves as a critical mechanism for youth sports governance,with its standardized development relying on service platforms that provide information sharing,operational coordination,and supervision-evaluation functions.This study employs literature research method,surveys,and comparative analysis to explore the operational models of school-club collaborative service platforms in the UK,while addressing challenges in China's current platform development.Findings reveal that China faces issues such as limited platform coverage,homogeneous services,insufficient public-private collaboration awareness,and inadequate regulatory mechanisms.In contrast,the UK's“Active Partnerships”platform leverages a multi-tiered network governance system and project-based governance models to ensure mutually beneficial collaboration between schools and clubs.Based on these insights,recommendations for China include:Establishing and optimizing large-scale networked service platforms to dismantle information barriers among stakeholders;Fostering a public-private collaborative culture to catalyze environmental drivers for co-governance of school-club platforms.
