数字包容性视角下老年人社区智慧公共体育服务参与障碍与促进策略研究

摘　　要：在《“健康中国2030”规划纲要》的指引下,加强老年人群的健康促进工作,有效减缓老龄化速度,是全面建成小康社会宏伟蓝图及基本实现社会主义现代化目标的重要基石。针对老年群体的特点和需求,提供更高效便捷的体育服务,社区智慧化公共体育服务已成为一种新兴体育模式。本文采用文献资料法、逻辑分析法等研究方法,立足于数字包容性视角,探讨老年人社区智慧公共体育服务参与障碍与促进策略。研究发现:数字包容性视角下老年人社区智慧公共体育服务参与障碍体现在以下方面:政策规划未完善,政府支持乏力;多元主体参与积极性不高,社会合力孱弱;数字鸿沟显现,老年人智慧技术应用能力受限;专业人才培养欠缺,老年人智慧体育产业发展缺少“新血液”。据此,提出相应的促进策略:政府需统筹规划,强化政策支持和理念导向;紧扣市场需求导向,提高社会力量参与度;弥合数字鸿沟,引领老年群体迈入智慧体育新时代;培育复合型人才,促进智慧体育融入老年人社区。Guided by the Outline of Healthy China 2030 Plan,enhancing health promotion for the elderly and effectively mitigating the aging rate are critical to achieving the grand vision of building a moderately prosperous society and realizing socialist modernization.This strategic initiative not only aligns with national health priorities but also lays a solid foundation for sustainable societal development by improving the health status of the elderly, reflecting proactive responses to aging challenges in the new era.Community smart public sports services, tailored to the characteristics and needs of the elderly, have emerged as an innovative model for delivering efficient and accessible sports resources.Through literature research method and logical analysis, this study explores barriers and strategies for elderly participation in smart public sports services from a digital inclusion perspective.Key findings identify the following obstacles: incomplete policy frameworks and insufficient government support;low engagement from diverse stakeholders and weak collaborative efforts;the digital divide limiting seniors' adoption of smart technologies;and a lack of professional talent hindering the growth of elderly-oriented smart sports industries.To address these challenges, the study proposes strategies: governments should coordinate planning, strengthen policy support, and promote inclusive concepts;enhance market-driven social participation;bridge the digital divide to empower seniors in smart sports;and cultivate interdisciplinary talent to integrate smart sports into elderly communities.
