摘 要:政府购买农业公益性服务是构建多元创新现代农业经营体系的关键举措,绩效评估在其政策执行流程中占据不可或缺的地位。当前,政府购买农业公益性服务的绩效评估管理深陷多重逻辑困境。政府基于公共管理与政策落实的逻辑,社会组织出于自身发展与资源获取的逻辑,农户则依据自身利益最大化与农业生产实际需求的逻辑行事,三方行动逻辑的差异致使绩效评估在指标设定、数据采集、结果评定等环节出现偏差,难以达成预期目标。研究者基于政府、社会组织和农户这三种主体的行动逻辑,深入剖析绩效评估面临的多重逻辑困境,并提出如下具有实操性的建议:在管理体系建设方面,完善绩效评估指标体系,明确评估流程与标准,加强全过程动态管理;针对农户需求表达与话语权问题,搭建农户意见反馈平台,设立专项调研机制,将农户满意度纳入核心评估指标;构建独立的第三方评估机构遴选机制,保障其经费独立,同时健全评估结果应用机制。研究旨在推动政府购买农业公益性服务的高质量发展。Government procurement of agricultural public welfare services,as a key initiative to build a diversified and innovative modern agricultural management system,requires performance evaluation as an indispensable component of its policy implementation process.Currently,the performance evaluation management of such services is entrenched in multiple logical dilemmas.The government operates under the logic of public administration and policy enforcement,social organizations prioritize their own development and resource acquisition,and farmers act based on maximizing personal interests and meeting practical agricultural production needs.The divergence in these three parties′action logics leads to deviations in performance evaluation during indicator setting,data collection,and result assessment,making it difficult to achieve expected goals.This study delves into the multifaceted logical challenges of performance evaluation by analyzing the operational logics of the government,social organizations,and farmers.Practical recommendations are proposed:(1)In terms of management system construction,refine the performance evaluation index system,clarify evaluation procedures and standards,and strengthen dynamic whole-process management;(2)To address farmers′demand expression and discourse power issues,establish feedback platforms and specialized research mechanisms,incorporating farmers′satisfaction as a core evaluation metric;(3)To enhance the independence of third-party evaluators,develop a selection mechanism for independent third-party evaluation agencies,ensure their financial autonomy,and improve the application mechanism of evaluation results by linking them to rewards,penalties,and contract renewals for service providers.These measures aim to advance the high-quality development of government-procured agricultural public welfare services.
