城乡生活垃圾分类的困境与优化路径——基于制度分析与发展框架的视角

摘　　要：生活垃圾分类减量是破解“垃圾围城”和“垃圾围村”的重要途径,但目前我国的生活垃圾分类仍处于起步阶段,诸多方面亟待完善。从制度分析与发展框架(IAD)出发,探讨海口市琼山区生活垃圾分类的行动规则体系。研究表明,生活垃圾分类的各项行动规则不完善,导致实践中存在行动者垃圾分类积极性与自主性较低、市场与社会组织参与不足、政府与社会主体缺乏互动等困境,生活垃圾分类难以取得成效。因此,为了实现生活垃圾分类处理目标,还应进一步完善行动规则,营造良好的外部制度环境。The classification and reduction of household waste is an important way to solve the problem of"garbage besieging cities"and"garbage surrounding villages."However,waste classification in China is still in its early stages and needs to be gradually improved in many aspects.This paper,based on the Institutional Analysis and Development(IAD)framework,explores the action-rule system for waste classification in Qiongshan District,Haikou.The study shows that the action rules for waste classification are incomplete,leading to challenges such as low enthusiasm and autonomy among participants,insufficient involvement of market and social organizations,and a lack of interaction between the government and social actors.As a result,waste classification has not been effective.Therefore,to achieve the goals of waste classification governance,it is necessary to further improve the action rules,create a favorable external institutional environment,and overcome these challenges to achieve effective waste classification goverance.
