农业政策性信贷担保能否提高家庭农场的收入?

摘　　要：在全面推进乡村振兴战略背景下,农村金融供需矛盾仍是制约新型农业经营主体发展的关键瓶颈。选取2013-2021年91 106个家庭农场的数据,以农业政策性信贷担保公司地级市分支机构的设立为准自然实验,运用多时点双重差分法,考察农业政策性信贷担保设立对家庭农场收入的影响。研究结论表明:第一,农业政策性信贷担保对家庭农场的收入产生显著的正向影响,且该结论经过安慰剂检验、倾向得分匹配等一系列稳健性检验后依然成立;第二,农业政策性信贷担保可以通过缓解信贷约束提升家庭农场收入;第三,位于东部地区或粮食主产区地级市的家庭农场,以及规模较小、销售利润率较高和资产周转率较高的家庭农场,农业政策性信贷担保的增收效应更为显著。最后,从政府完善农业政策性信贷担保政策、金融机构完善风险分担代偿补偿机制以及有效改善家庭农场融资能力三个方面提出相关政策建议。This paper takes the establishment of prefectural-level branches of agricultural policy-based credit guarantee companies as a natural experiment,selects data of 91,106 family farms from 2013 to 2021,and uses the multi-period difference-in-differences method to examine the impact of the establishment of agricultural policy-based credit guarantee on the income of family farms The research conclusions show that:First,agricultural policy-based credit guarantee has a significant positive impact on the income of family farms,and this conclusion remains valid after a series of robustness tests such as placebo tests and propensity score matching Second,agricultural policy-based credit guarantee can increase the income of family farms by alleviating credit constraints Third,family farms located in eastern regions or major grain-producing prefectural-level cities,as well as those with smaller scales,higher sales profit margins,and higher asset turnover rates,have more significant income-increasing effects from agricultural policy-based credit guarantee Finally,relevant policy suggestions are put forward for the government to improve relevant policies,financial institutions to operate more effectively,and family farms to improve themselves.
