铁路建设用地批复工作的实践与思考——以唐包铁路扩能改造工程为例

摘　　要：建设用地批复是项目获得合法土地所有权的标志,是确保项目依法实施的前提和保障。在国家不断强化国土空间规划、强化自然资源保护、强化行政执法力度的用地环境下,建设用地的批复工作尤为重要。本文以中国铁路呼和浩特局集团公司2024年基本建设项目唐包铁路兴和西站至十八台站扩能改造工程为例,阐述了项目建设用地审批过程中的主要做法,梳理了审批过程中遇到的问题以及解决问题的好做法、好经验,提出了报批过程中应该把握的工作要点、重点以及加快报批工作的具体思路和举措,对其他铁路建设用地的批复工作具有一定的借鉴作用。The construction land approval is the symbol of the project to obtain legal land ownership,and is the premise and guarantee to ensure the implementation of the project according to law.The approval of construction land is particularly important in the land use environment where the state continuously strengthens the land space planning,strengthens the protection of natural resources and strengthens the administrative law enforcement.Taking the capacity expansion and renovation project from Xinghe West Station to Shibaitai Station of Tangbao Railway,a capital construction project of China Railway Hohhot Bureau Group Company in 2024 as an example,this paper expounds the main practices in the project construction land approval process,summarizes the problems encountered in the approval process and the good practices and experiences to solve the problems.The paper puts forward the key points and emphases of work in the process of application for approval and the concrete ideas and measures to speed up the application for approval,which has certain reference for other railway construction land approval work.
