摘　　要：基层党建制度是基层党建工作的重要抓手和依据,也是增强基层党组织活力的有力保障,以基层党建制度推动基层党建工作任务的落实,用制度创新促进高质量发展是加强“一融双高”建设的必然要求。新时期,要实现基层党建工作科学化、标准化、规范化,关键在于遵循制度、落实制度、创新制度,以高质量党建推动高质量发展。The grass-roots party building system is an important starting point and basis for the work of grassroots party building,and it is also a strong guarantee for enhancing the vitality of grass-roots Party organizations.Promoting the implementation of grass-roots party building tasks with the grass-roots party building system and promoting high-quality development with institutional innovation are the inevitable requirements for strengthening the construction o“f one fusion,two heights”.In the new era,to make grassroots party building scientific,standardized and standardized,the key is to follow the system,implement the system,innovate the system,and promote highquality development with high-quality party building.
