选择、困境与改变:乡村振兴视域下的小镇青年返乡创业

摘　　要：小镇青年是城乡发展过程中产生的特殊群体,也是推动乡村振兴战略有效实施的主力军。小镇青年在城市生活困境、乡村面貌改善、经济理性分析、自我实现需要、原有社会关系等多维度考量中选择返乡创业,但政策制定不配套、青年素养不匹配、乡村多元人才少、乡村就业评价低、乡村产业低级单一、制度流程有缺陷、创业心理落差大等因素构成了制约了青年返乡创业助力乡村振兴的作用发挥。应增强小镇青年返乡创业参与乡村振兴的多面保障措施,如始终坚持党的领导、完善高校培养机制、制定人才吸引政策、把握社会舆论导向、提升乡村市场活力、完善创业支持体系、加强心理疏导建设等,以期促进小镇青年扎根乡村,为乡村振兴贡献青年智慧和力量。Young people in small towns are a special group created in the course of urban-rural development,and are also the main force driving the effective implementation of rural revitalization strategies.Youthful people in small towns choose to return to their hometown to start businesses in various dimensions,such as urban life difficulties,rural appearance improvement,economic rational analysis,self-realization needs,and original social relations.However,the key variables that restrict young entrepreneurs to achieve rural revitalization are the lack of supporting policies,the mismatch of youth literacy,the lack of rural diverse talents,the low evaluation of rural employment,the low level of rural industry,the defects in institutional processes,and the large gap in entrepreneurial psychology.The multiple guarantee measures to enhance the participation of young people in small towns in rural revitalization are as follows:always adhere to the leadership of the party,improve the university training mechanism,develop talent attraction policies,grasp the guidance of social opinion,enhance the vitality of the rural market,improve the entrepreneurial support system,and strengthen the psychological counseling construction,so as to achieve the goal that young people in small towns take root in the countryside and provide youth wisdom and strength for the grand blueprint of rural revitalization.
