乡村治理现代化视阈下的简约治理:意蕴辨析、张力呈现及调适路径

摘　　要：新时代国家权力深度嵌入乡村社会,在重塑乡村正式秩序的同时,产生了科层运作所衍生的形式主义等治理失效问题。实现中国乡村治理现代化,需从传统乡土社会的“简约治理”中汲取资源并进行转化创新。乡村治理现代化视阈下的简约治理不等于简单治理,也并非与科层治理对立,而是实现国家正式权力运行与乡村内生秩序的动态平衡。当前乡村场域中,显性且强势的正式治理与隐性而弱势的非正式治理之间存在张力,并相互交织,共同交互,勾勒出诸多现时化图景。从简约治理的平衡要义出发寻求解决之道,关键在于发挥中国共产党在乡村治理现代化中的领导核心作用,通过推动乡镇行政科层运行的简约化、重塑乡村自主治理的组织基础、促进正式规范与非正式规范的协同互动,实现乡村治理的“善治”目标。In the new era,the deep embedding of state power into rural society has not only reshaped formal rural order but has also given rise to governance deficiency,such as formalism,stemming from bureaucratic operations.The modernization of rural governance in China requires extracting resources from the“Streamlined Governance”of traditional rural society and undertaking innovative transformation.Streamlined Governance in the new era does not equate to simplistic governance,nor is it antithetical to bureaucratic governance.It is concerned with attaining a dynamic equilibrium between the formal power of the state and the informal order within rural areas.In the current rural domain,the tension and interaction between the overtly dominant formal governance and the covertly subordinate informal governance present numerous contemporary scenarios.To seek solutions based on the balancing essence of Streamlined Governance,the key lies in strengthening the leadership core role of the CPC in the modernization of rural governance.This can be achieved by streamlining the administrative hierarchy at the township level,reconstructing the organizational foundations of rural self-governance,and promoting coordinated interactions between formal and informal norms.Ultimately,these efforts aim to realize the goal of“good governance”in rural areas of China.
