Practice and Innovative Experience in Acceptance of Legacy Issue Resolution Project for Reservoir Resettlement at Yantan Hydropower Station

摘　　要：针对红水河岩滩水电站库区移民遗留问题处理项目验收的复杂性,提出并实践一套多维协同验收模式。该模式通过“行政验收+技术验收”双轨并行、专家组全程参与及容缺验收机制创新,系统解决验收过程中投资规模差异显著、项目分布零散及历史档案缺失等核心难点。研究表明:行政主导与技术支撑的协同机制可显著提升验收效率,确保资金合规性与工程实效性;容缺验收在补全资料承诺制下,兼顾了项目进度与风险管控;通过规范化验收程序与移民干部专业技能培训,形成可复制的验收标准体系。该研究为西南喀斯特地区水库移民遗留问题治理提供了“程序-技术-制度”三重创新的广西经验,对梯级水电开发移民安置验收具有重要参考价值。In response to the complexity of project acceptance for addressing historical issues in the resettlement of Yantan Hydropower Station reservoir area in the Hongshui River basin,this study proposes and implements a multi-dimensional collaborative acceptance model.This model systematically resolves core challenges in the acceptance process such as significant discrepancies in investment scales,scattered project distribution,and missing historical archives,through innovations including a dual-track parallel process of“administrative acceptance+technical acceptance”,full participation of expert panels,and a deficiency-tolerant acceptance mechanism.The research demonstrates that:The collaborative mechanism combining administrative leadership and technical support significantly enhances acceptance efficiency while ensuring funding compliance and project effectiveness;The deficiency-tolerant acceptance mechanism,operating under a pledge system to supplement missing materials,balances project timelines with risk management;Standardized acceptance procedures and professional training for resettlement officials have established replicable acceptance standards.This study provides Guangxi's“procedural-technical-institutional”triple-innovation experience for addressing reservoir resettlement legacy issues in karst regions of southwest China,offering valuable references for acceptance inspections in cascaded hydropower development resettlement projects.
