试论环保项目招标采购中绿色标准的设定与供应商评价体系的构建

摘　　要：我国正在积极发展环保产业,推广绿色采购,而如何在环保项目招标采购中设定合理的绿色标准以及构建高效的供应商评价体系,是提升绿色采购实效的重要环节。本研究基于问卷调查与深入访谈的方式,研究了环保项目招标采购中绿色标准设定的现状及存在的问题,并在此基础上,构建了一套高效的供应商评价体系。研究结果表明,当前我国环保项目招标采购中的绿色标准设定存在着标准偏低、不全面、缺乏科学性的问题,而建立起来的供应商评价体系,既注重产品的质量、价格,也合理地考察了供应商的环保责任、环保技术与管理等方面的能力。构建出的供应商评价体系包括:(1)质量能力评价,包括产品质量控制、产品破坏检查等方面的能力;(2)价格能力评价;(3)绿色采购能力评价,包括环保技术投入、环保设备投入及其运营管理等方面的能力。该研究旨在推动我国环保项目招标采购标准的设定更加科学、全面,以及供应商评价体系的实现更加高效、绿色,从而加强我国环保产业的发展,推进国内绿色采购的实施。China is actively developing the environmental protection industry and promoting green procurement,and how to set reasonable green standards and build an efficient supplier evaluation system in the bidding and procurement of environmental protection projects is an important link to improve the effectiveness of green procurement.Based on the questionnaire survey and in-depth interview,this study studies the current situation and existing problems of green standard setting in the bidding and procurement of environmental protection projects,and builds an efficient supplier evaluation system.The results show that the current environmental protection project bidding procurement in the green standard set standard is low,not comprehensive,lack of scientific problems,and set up supplier evaluation system,both pay attention to the quality of products,price,also reasonably examines the supplier’s environmental responsibility,environmental protection technology and management,etc.The supplier evaluation system includes:1.quality ability evaluation,including product quality control,product damage inspection,etc.;2.Price ability evaluation;3,including environmental protection technology input,environmental protection equipment input and operation management.The research aims to promote the more scientific and comprehensive standards for bidding and procurement of environmental protection projects in China,as well as the more efficient and green supplier evaluation system,so as to strengthen the development of China’s environmental protection industry and promote the implementation of green procurement in China.
