摘　　要：城市化进程的快速推进带来了严重的环境问题,污染物总量控制正逐渐成为我国环境治理的主要策略。本研究就此采取定量与定性相结合的研究方法,以我国多个城市为例,研究了污染物总量控制在城市环境治理中的应用情况和面临的挑战。研究发现,污染物总量控制在控制空气和水体污染上取得了显著效果,有效降低了各类污染物的排放,改善了城市环境质量,但同时也存在一些挑战,主要包括标准的设定与执行难度大、缺乏有效的监测手段以及政策执行中的公平问题等。解决这些问题需要从提高污染物排放标准、加强环境监测能力、构建公平公正的环境治理机制等多方面进行调整和改革。此研究结果对于我国在城市环境治理方面有较高的指导价值,能够为今后环境政策的制定提供重要的参考依据。The rapid progress of urbanization has brought serious environmental problems,and the total amount control of pollutants is gradually becoming the main strategy of environmental governance in China.This study adopts a combination of quantitative and qualitative research method,taking many cities in China as examples,to study the application and challenges of total pollutant control in urban environmental governance.The study found that the total control of pollutants has achieved a significant effect in the control of air and water pollution,effectively reducing the emission of all kinds of pollutants,and improving the urban environmental quality,but there are also some challenges,mainly including:the difficulty in setting and implementing standards,the lack of effective monitoring methods,and the fairness issues in policy implementation.To solve these problems,we need to adjust and reform them in various aspects,such as raising pollutant discharge standards,strengthening environmental monitoring capacity,and building a fair and just environmental governance mechanism.The research results have a high guiding value for the urban environmental governance in China,and provide an important reference basis for the future environmental policy formulation.
