摘　　要：目的:了解内蒙古“十二五”“十三五”时期基层医疗卫生资源配置与经济高质量发展耦合协调发展程度,厘清影响两个系统协调发展的障碍因子,为后续的政策优化提供借鉴和参考。方法:构建基层医疗卫生资源配置与经济高质量发展指标体系,利用耦合协调度模型,引入障碍度函数,计算障碍因子。结果:“十二五”时期内蒙古基层医疗卫生资源配置与经济高质量发展之间的耦合度由0.217上升到0.848,从严重失调衰退到轻度失调转变;进入到“十三五”时期,耦合度从0.958上升到1.376,逐步进入到优质协调发展阶段,耦合程度逐步上升。障碍因子从“十二五”时期的医疗卫生机构床位数到“十三五”时期变为医疗卫生机构床位数和专利授权量。结论:内蒙古需要进一步加大对基层医疗卫生资源的政策倾斜和投入,实现优质医疗卫生资源向基层下沉,同时发展新兴产业,促进经济创新发展,以此实现两个系统的协调发展。OBJECTIVE To understand the degree of coupling and coordinated development between the allocation of primary healthcare resources and high-quality economic development in Inner Mongolia during“the 12th Five Year Plan”and“the 13th Five Year Plan”,and to clarify the obstacles that affect the coordinated development of the two systems,to provide reference and guid⁃ance for subsequent policy optimization.METHODS Construct an indicator system for the allocation of primary healthcare resources and high-quality economic development,use a coupled coordination degree model,introduce an obstacle degree function,and cal⁃culate obstacle factors.RESULTS During“the 12th Five Year Plan”,the coupling degree increased from 0.217 to 0.848,from se⁃vere imbalance decline to mild imbalance decline.Entering“the 13th Five Year Plan”period,the coupling degree increased from 0.958 to 1.376,gradually entering the stage of high-quality coordinated development,and the coupling degree gradually increased.The obstacle factor had changed from the number of beds in medical health institutions during“the 12th Five Year Plan”period to the number of beds in medical health institutions and the number of patent authorizations during“the 13th Five Year Plan”.CON⁃CLUSION Inner Mongolia needs to further increase policy tilt and investment in grassroots medical and health resources,achieve the sinking of high-quality medical resources to the primary level,and develop emerging industries to promote economic innovation and development,so that it can achieve coordinated development of the two systems.
