强基层战略背景下南通市通州区镇级公共卫生人力资源现状与优化路径研究

摘　　要：目的:以江苏省南通市通州区镇级公共卫生人力资源现状为例进行调研分析,提出优化路径建议,进一步落实强基层战略。方法:对通州区各基层医疗卫生机构公共卫生人才队伍建设情况开展专题调研,对公共卫生人员结构、学历、专业、职称进行梳理,对相关人员开展工作满意度调查,听取关键人物的意见建议,对公共卫生队伍现状进行分析。结果:随着居民健康需求的改变,应不断优化基层医疗卫生机构公共卫生人才队伍建设,落实公共卫生强基层、固基层、服务基层的作用。结论:改变目前公共卫生人才队伍建设困境,逐步缓解基层医疗卫生机构专职人员偏少,特别是公共卫生专业复合型人才不足的压力,不断提升基层公共卫生服务工作能力,更好地为建设经济社会助力。OBJECTIVE To investigate and analyze the current situation of town-level public health human resources in Tongzhou District of Nantong,and put forward suggestions for optimizing the path to further implement the strategy of strengthening the primany level.METHODS A special investigation was carried out on the construction of public health personnel in various medical and health units in Tongzhou District,to conduct a survey on the satisfaction of relevant personnel,listen to the opinions and suggestions of key figures,and analyze the current situation of public health teams.RESULTS With the change of residents’health needs,the construction of public health personnel in primary health units was optimized,and the function of public health in strengthening,strengthening and serving the grass-roots was carried out.CONCLUSION To change the current difficulties in the construction of public health personnel,and gradually alleviate the shortage of full-time personnel in primary health care institutions,special public health professionals,the pressure of the shortage,only by constantly improving the working capacity of primany level public health service to better contribute to economic and social development.
