城市减污降碳水平评价指标体系及实证研究——以成渝双城经济圈城市为例

摘　　要：城市是推进减污降碳工作的重要阵地,探索构建并应用城市层面减污降碳水平评价指标体系,有助于推动减污降碳政策的有效实施。综合《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》《减污降碳协同增效实施方案》《生态文明建设考核目标体系》等文件,基于减污降碳内涵理念,考虑数据可得性,从减污、降碳2个维度构建了6个二级指标;采用均值权重赋值方法对指标进行赋值,形成了评价指标体系;并选取成渝双城经济圈16个城市为案例进行实证研究。结果表明,评价指标体系能较好反映2021年成渝双城经济圈减污降碳工作成效,应用评价指标可对排名靠后城市提出工作重点建议,为城市全面推进减污降碳工作提供参考。Cities are important fronts for promoting the work of pollution reduction and carbon emission reduction.Exploring,constructing and applying an evaluation index system for the level of pollution reduction and carbon emission reduction at the urban level can help to effectively implement the policies on pollution reduction and carbon emission reduction.By comprehensively considering documents such as the Outline of the 14th Five-Year Plan(2021—2025)for National Economic and Social Development and Vision 2035 of the People's Republic of China,Implementation Plan for Synergistic Efficiency Reduction of Pollution and Carbon Reduction,and Assessment Target System for Ecological Civilization Construction,based on the connotative concepts of pollution reduction and carbon emission reduction and taking into account the availability of data,six secondary indicators are constructed from the two dimensions of pollution reduction and carbon emission reduction.The mean value weighting assignment method is adopted to assign values to the indicators,forming an evaluation index system.And 16 cities in the Chengdu-Chongqing Economic Circle are selected as cases for empirical research.The results showed that the evaluation index system could better reflect the achievements of the work on pollution reduction and carbon emission reduction in the Chengdu-Chongqing Economic Circle in 2021.By applying the evaluation index,suggestions on the key work points could be put forward for the cities with lower rankings,providing a reference for cities to comprehensively promote the work of pollution reduction and carbon emission reduction.
