以安全煤量为导向的突出防治管理新模式探索

摘　　要：安全煤量是防治煤与瓦斯突出的最终目的,分级、分类、分区精准管控是突出防治的有效管理手段,综合目的导向、治理措施、管理手段,最终达到突出防治的良好效果。文章通过安全煤量的管理模型,创立分级、分类、分区的管理规则,配合精准的治理措施,实现突出防治的管理新模式。实践结果表明,该模式有效地推进了突出治理速度,加快了安全煤量的达成时间,确保了突出治理的效果。The safety coal quantity is the ultimate goal of preventing and controlling coal and gas outburst,and the accurate control of classification,classification and zoning is the effective management means of outburst prevention and control,and the comprehensive purpose orientation,management measures and management means can finally achieve the good effect of outburst prevention and control.In this paper,through the management model of safe coal quantity,the management rules of classification,classification and zoning are established,and the precise management measures are adopted to realize the new management mode of prominent prevention and control.The practice results show that this model effectively promotes the speed of outburst control,speeds up the time of reaching the safe coal quantity,and ensures the effect of outburst control.
