摘　　要：针对地方政府推动电竞产业发展的政策优化需求,借助文本挖掘与PMC指数模型构建评价体系,对12项地方电竞政策展开量化评价。结果表明:(1)政策PMC指数均值为7.56,其中8项达良好等级但无优秀案例。政策得分呈现波动特征,部分近年的政策得分不升反降,并未呈现持续向好的发展趋势。主要失分项集中于政策性质、政策领域、激励保障措施及评价机制,可见地方电子竞技产业政策的设计和制定存在困囿,提升空间大。(2)代表性政策方面,不同层级政策实施差异显著,存在受众覆盖不全、实施依据薄弱、权责界定模糊、激励保障单一以及政策灵活性不足等问题。并以此为依据提出政策建议,为各级政府推进电子竞技产业发展的政策制订、优化提供参考。In view of the policy optimization needs of local governments to promote the development of e-sports industry,the evaluation system is constructed by means of text mining and PMC index model,and 12 local e-sports policies are quantitatively evaluated.The results show that:(1)The average value of the policy PMC index is 7.56,of which 8 items reach a good level but no excellent cases.The policy scores show fluctuating characteristics,and some policy scores in recent years have not increased but decreased,and have not shown a continuous upward trend.The main loss points are focused on the nature of the policy,the policy field,the incentive guarantee measures and the evaluation mechanism.It can be seen that the design and formulation of the local e-sports industry policy are limited and there is a lot of room for improvement.(2)In terms of representative policies,there are significant differences in the implementation of policies at different levels,such as incomplete audience coverage,weak implementation basis,vague definition of rights and responsibilities,single incentive guarantee and insufficient policy flexibility.Based on this,policy suggestions are put forward to provide reference for governments at all levels to promote the policy formulation and optimization of the development of e-sports industry.
