摘　　要：近年来,我国在农村生活污水治理方面取得了实质性的突破,显著提高了农村环境质量,但是仍然面临着诸多挑战,包括部分地区存在重视度不足、管理体系有待完善、技术应用不匹配、资金投入匮乏等问题。为了积极应对这些挑战,本文依托“十四五”规划中期评估研究成果,融合对代表性县(市、区)的研究成果,探讨了当前农村生活污水治理面临的各种问题,并提出了一系列针对性强和操作性好的对策建议,即强化顶层设计和高位推动,确保治理工作可以得到各级政府的高度重视和有效执行;全面把控项目入库标准,提高项目申报和审批的质量和效率;完善项目过程管理机制,确保项目从规划至实施的每个环节都规范有序;坚持因地制宜原则,科学选用适宜的技术模式,提高治理效果和资源利用率;把控项目建设质量,确保每项工程都能经受时间的考验等,旨在为新时代农村生活污水治理工作提供强有力的支撑,推动我国加快建设宜居宜业、和谐美丽的乡村环境,促进乡村振兴战略深入实施。In recent years,China has made substantial breakthroughs in the treatment of rural domestic sewage,significantly improving the quality of rural environment.However,it still faces many challenges,including insufficient attention in some areas,incomplete management systems,mismatched technology applications,and lack of funding.In order to actively and efficiently address these challenges,this article relies on the research results of the mid-term evaluation of the 14th Five Year Plan,integrates the detailed research results of representative counties(cities,districts),explores various problems faced by current rural domestic sewage treatment,and proposes a series of targeted and operationally effective countermeasures and suggestions,namely strengthening top-level design and high-level promotion,to ensure that the governance work can receive high attention and effective implementation from governments at all levels;Comprehensively control the project storage standards,improve the quality and efficiency of project application and approval;Improve the project process management mechanism to ensure that every aspect of the project,from planning to implementation,is standardized and orderly;Adhere to the principle of adapting measures to local conditions,scientifically select appropriate technological models,and improve governance effectiveness and resource utilization efficiency;To control the quality of project construction and ensure that each project can withstand the test of time,aiming to provide strong support for the treatment of rural domestic sewage in the new era,promote the acceleration of building a livable,business friendly,harmonious and beautiful rural environment in China,and promote the deep implementation of the rural revitalization strategy.
