摘 要:目的构建公立医院采购全流程内控管理系统,实现采购全流程闭环管理,提升管理效能。方法基于创新的“三多—动态”采购内控管理机制,自主研发医院采购全流程内控管理系统。结果通过应用该系统,解决传统采购中流程不规范、数据追溯难、统计分析难、全程监管难等问题;创新性实现了大预算包采购的多维度、全流程、精细化管理,有效提升采购效率、降低运营成本。结论应用医院采购全流程内控管理系统,实现采购全流程的闭环管理,可显著提升医院采购内控管理水平,达到降本增效目的。Objective To build a whole-process internal control management system for public hospital procurement,achieve closed-loop management of the entire procurement process and enhance management efficiency.Methods Based on the innovative‘three-multi-dynamic’procurement internal control management mechanism,a hospital procurement whole-process internal control management system was independently developed.Results By implementing the system,it effectively resolves persistent issues in conventional procurement,including process irregularity,poor data traceability,analytical incapacity,and supervisory deficiencies;Innovatively,it achieves multi-dimensional,wholeprocess,and refined management of large-budget package procurement,significantly enhancing purchasing efficiency and reducing operational costs.Conclusion Through the implementation of a wholeprocess internal control management system for public hospital procurement,the closed-loop management of the whole procurement process is realized,and the internal control management level of hospital procurement is significantly enhanced,and the purpose of cost reduction and efficiency improvement is achieved.
