摘　　要：青年发展对社会进步具有巨大的推动作用,全面依法治国就要以法治思维促进青年发展,实现青年发展立法,发挥法治固根本、稳预期、利长远的保障作用。本文认为应当出台《青年发展促进法》来实现青年更好发展,推动社会进步。本文从现实需求和立法基础两方面论述《青年发展促进法》立法的必要性与合法性。青年群体有着重要的时代价值,但是在实践中,青年发展面临着法律上相对弱势的地位、权益保障不充分不全面等不利因素。《青年发展促进法》立法是发展社会主义法治的内在需求,具有宪法依据,也是保障青年生存权和发展权的必然要求。在实现路径上,应当确认青年在法律上的独立主体地位、应当以青年整体发展为立法目标、注意解决立法协调问题等。Youth development plays an enormously pivotal role in promoting social progress.A comprehensive approach to governing the country according to the rule of law must employ a legal mindset to facilitate youth development,enact legislation specifically aimed at youth development,and harness the rule of law to consolidate foundations,stabilize expectations,and secure long-term benefits.This article contends that a"Youth Development Promotion Act"should be introduced to enable better development for young people and to drive overall societal progress.It discusses the necessity and legitimacy of such legislation from both the perspective of practical needs and legislative foundations.Although the youth demographic possesses significant contemporary value,in practice,their development is hindered by factors such as a relatively weak legal standing and inadequate and incomplete protection of their rights and interests.Enacting legislation for youth development through a"Youth Development Promotion Act"is an inherent requirement for the advancement of socialist rule of law,is grounded in constitutional principles,and is an essential measure to safeguard the right to subsistence and the right to development of young people.Moreover,in terms of its implementation,it is crucial to recognize the independent legal status of youth as subjects,set the overall development of the youth as the legislative objective,and address issues concerning legislative coordination.
