摘　　要：澳大利亚是首个与东盟建立全面战略伙伴关系的国家。自1974年正式建立对话伙伴关系以来,澳大利亚与东盟关系的演进大体经历初步发展、调整磨合、拓展深化3个阶段,构筑起较为成熟的合作体系。2021年,澳大利亚与东盟在原有基础上确立以东盟共同体三大支柱(政治安全、经济、社会文化)为主要合作内容的全面战略伙伴关系。双方全面战略伙伴关系的建立,既源于各自经济与安全利益维护的客观需要,也得益于双方外交战略再定位过程中的相互借重,更是澳大利亚在“印太”地区权力向多极方向转移的态势下,主动塑造地区秩序、扩大自身地区影响力的结果。澳大利亚在发展与东盟全面战略伙伴关系的过程中,形成了以下几个主要特点,即突出海上安全问题、“补课式”优化对话机制、筛选关键性东盟成员、“摇摆式”制定对东盟政策等。由于澳大利亚与东盟在战略取向与文化传统上存在差异,且欠缺刚性制度约束和强大行动能力,二者关系的未来发展仍面临诸多挑战。Australia was the first country to establish a comprehensive strategic partnership with ASEAN.Since the formal establishment of the dialogue partnership in 1974,the relationship between Australia and ASEAN has evolved through three phases:initial development,adjustment and integration,and expansion and deepening,and a relatively mature system of cooperation has been constructed.In 2021,Australia and ASEAN established a comprehensive strategic partnership based on the three pillars of the ASEAN Community(political and security,economic,social and cultural).The establishment of a comprehensive strategic partnership between the two sides stems from the objective need to safeguard their respective economic and security interests,and also benefits from the mutual reliance in the process of repositioning their diplomatic strategies,and is the result of Australia's initiative in shaping the regional order and expanding its own regional influence in the context of the multi-polar shift of power in the Indo-Pacific region.In the process of developing a comprehensive strategic partnership with ASEAN,Australia has formed the following main features,namely,highlighting maritime security issues,optimizing the dialogue mechanism in a remedial manner,screening key ASEAN members,and formulating policies towards ASEAN in a ‘swinging' manner.Given the differences in strategic orientation and cultural traditions between Australia and ASEAN,as well as the lack of rigid institutional constraints and a strong capacity for action,the future development of the relationship between Australia and ASEAN will continue to face many challenges.
