江苏省农业绿色高质量发展水平测度及路径研究

摘　　要：基于2010—2022年江苏省及其13个设区市的面板数据,从绿色生产、科技支撑、生态保护和绿色消费4个方面构建了包含14个指标的农业绿色高质量发展评价体系,采用熵权TOPSIS模型对江苏省农业绿色高质量发展水平进行了测度。结果表明:江苏省农业绿色高质量发展水平总体呈稳定上升趋势,从4个分维度来看,除科技支撑维度呈线性增长趋势外,绿色生产、生态保护和绿色消费维度皆呈波动上升态势;江苏省各设区市农业绿色高质量发展水平差异明显,苏南地区高于苏中、苏北地区;通过聚类分析将13个设区市分为农业高质量发展优秀地区、良好地区和一般地区三类。鉴于此,提出了加强绿色创新能力,推广先进科技成果;全面推进生态保护,坚持绿色发展之路;开发乡村生态旅游,丰富绿色产品消费;提升乡村治理水平,打造宜居宜业环境等对策建议。Based on panel data in Jiangsu Province and 13 prefecture-level cities from 2010 to 2022,we constructed an evaluation system of agricultural green and high-quality development containing 14 indicators from four aspects,namely,green production,scientific and technological support,ecological protection,and green consumption,and measured the level of agricultural green and high-quality development in Jiangsu Province by the entropy-weighted TOPSIS model.The results show that the overall green and high-quality development of agriculture in Jiangsu Province has been increasing steadily.Except science and technology support,which shows a linear growth trend,green production,ecological protection and green consumption all show a fluctuating upward trend.There is a big difference in the green development of agriculture among different cities in Jiangsu Province,and the southern part of Jiangsu is higher than the central part of Jiangsu and the northern part of Jiangsu Province,Through cluster analysis,the 13 prefectures and cities were divided into three categories:excellent agricultural high-quality development area,good agricultural development area and general agricultural development area.In view of this,it is proposed to strengthen the ability of green innovation to promote advanced scientific and technological achievements,comprehensively promote ecological protection to adhere to the road of green development,develop rural ecotourism to enrich green product consumption,improve the level of rural governance to create a livable environment.
