地方政府资本招商的实践探索与经验启示——以常州金坛招引中创新航为例

摘　　要：我国招商引资先后经历了以中央政策导向为核心、以地方政策优惠为核心和以地方服务保障能力为核心三个时期。当前资本招商作为一种新型的政府资金与社会资本合作的招商方式,在促进地方优势产业形成和推动产业转型升级中发挥着重要作用。常州金坛作为较早开展资本招商实践探索的县(区)级政府,以资本手段、市场思维、政府立场成功招引培育了动力电池龙头企业中创新航,为辖区产业高质量发展提供了有力支撑。金坛区资本招商中创新航的案例对其他地方政府新形势下的资本招商工作具有较强的启发价值:一是因地制宜,科学选择区域主导产业,合理引进龙头企业;二是提升能力,充分发挥资本市场功能,灵活运用资本管理手段;三是统筹兼顾,正确处理政府与市场的关系,尊重市场规律的前提下充分发挥财政资金的政策引导性。China's investment promotion has gone through three periods:central policy guidance as the core,local policy incentives and local service capabilities as the core.Currently,the capital investment promotion,as a new type of investment promotion method for the cooperation between government funds and social capital,plays an important role in promoting the local economy development.Jintan,as one of the earliest to explore capital investment practices,has successfully attracted and cultivated the leading power battery enterprise CALB with capital instruments,market thinking and government stance,providing strong support for the high-quality development of industries in its jurisdiction.The case of CALB has the inspirational value for other local governments:firstly,under the local conditions,scientifically selecting regional leading industries and introducing leading enterprises;secondly,enhancing capabilities to fully leverage the functions of the capital market and flexibly utilize capital management methods;thirdly,balancing the relationship between the government and the market,fully leveraging the policy guidance of fiscal funds while respecting market laws.
